Republic of Congo mandates certified e-invoicing from August 1, 2026
Republic of Congo's Ministry of Finance has set August 1, 2026 as the mandatory production deadline for all companies to use the Certified Electronic Invoicing System (SFEC), part of a digital transformation effort to secure invoicing and combat tax fraud.
The Republic of Congo has issued Decree No. 2026-101 establishing a certified e-invoicing system (SFEC) with a mandatory August 1, 2026 production deadline for all companies. The Ministry of Finance is running an awareness campaign across major regions to prepare businesses for the rollout.
The Republic of Congo’s Ministry of Finance has set August 1, 2026 as the mandatory production deadline for all companies to begin using the Certified Electronic Invoicing System (SFEC). The system is part of a broader digital transformation of public finance management aimed at securing invoicing and reducing tax fraud.
The regulatory framework was established by Decree No. 2026-101, issued by the Ministry of Finance on March 31, 2026. The decree governs the implementation and operation of certified e-invoicing across the country.
Awareness campaign underway
On July 15, 2026, the Ministry of Finance held a presentation in Brazzaville to brief business operators on the SFEC reform. The announcement included plans for an awareness campaign across Pointe-Noire, Kouilou, and Sangha regions. Séraphin Ndion, Director of General Verifications and Research at DGID, is leading the project.
The Union of Economic Operators of Congo (UNOC), which represents 1,380 member companies, participated in the briefing. Focal points for SFEC awareness have already been established in major cities to support the rollout.
Akieni company has been selected as the SFEC provider for the system’s operation.

Companies have until August 1, 2026 to transition to certified e-invoicing. The Ministry of Finance is continuing its awareness campaign to ensure businesses understand the requirements and timeline.
