Republic of the Congo makes SFEC e-invoicing mandatory from 1 August 2026

Congo's Ministry of Finance launched a national awareness campaign on 16 June 2026 for SFEC, its mandatory e-invoicing system. Large and medium enterprises must connect from 1 August 2026 to improve VAT collection and fight tax fraud.

The Republic of the Congo’s Ministry of Finance launched a national awareness campaign for SFEC (Système de Facturation Électronique Certifiée) on 16 June 2026 in Brazzaville. From 1 August 2026, large and medium enterprises must connect to the platform to improve tax transparency, traceability, and VAT monitoring.

The event was led by Paul Malié, Chief of Staff to Finance Minister Christian Yoka, alongside DGID Director-General Ludovic Itoua and Project Lead Séraphin Ndion.

The campaign included a live SFEC demonstration and an open question-and-answer session with taxpayers and service providers.

Mandatory rollout from 1 August 2026

Under Decree No. 2026-101 of 31 March 2026, certified electronic invoicing becomes mandatory for economic agents through approved terminals or software. The mandatory start was initially set for 1 July 2026 and was pushed back to 1 August 2026 for enterprises in the large and medium enterprise units. The tax administration has not yet set a date for very small and small enterprises. The government has mobilised support teams to help taxpayers with onboarding.

Multinationals operating in Congo should verify their point-of-sale systems, certification status, and connectivity requirements before the August deadline.

Goals and scope

According to DGID, SFEC is a structural reform to modernise tax administration and is described as “the cornerstone of the Government’s ambition to dematerialise the Administration”.

The system applies to all natural and legal persons that supply, distribute, or use electronic invoicing terminals or software solutions in commercial transactions.

Stated objectives include:

  • Strengthen transaction transparency and traceability
  • Fight tax fraud
  • Broaden the tax base
  • Improve VAT monitoring (Congo’s principal source of revenue)

SFEC is designed to provide reliable VAT data and support the government’s broader digitalisation agenda.

Correction, July 30, 2026: an earlier version of this article dated the decree to 30 March 2026 and stated that all enterprises must connect by 1 July 2026. The official decree is No. 2026-101 of 31 March 2026, and the mandatory start was postponed to 1 August 2026 for large and medium enterprises.
