Luxembourg joins Peppol network for mandatory B2G e-invoicing
The Invoicing Hub now covers Luxembourg as its 32nd country. Luxembourg made B2G e-invoicing mandatory between 2022 and 2023 using Peppol BIS 3.0, with a phased rollout starting with larger companies.
The Invoicing Hub has added Luxembourg to its coverage, bringing the total to 32 countries. Luxembourg introduced mandatory B2G e-invoicing through a 2019 law, requiring suppliers to send invoices via the Peppol network in Peppol BIS 3.0 format or use the public portal Guichet.lu.

Luxembourg introduced B2G e-invoicing through a 2019 law governing e-invoicing in public procurement and concession contracts. The requirement became mandatory for all B2G transactions with public administrations between 2022 and 2023, following a three-phase rollout that prioritized larger companies before extending to smaller businesses.
Peppol and the public portal
Suppliers must transmit invoices via the Peppol network using the Peppol BIS 3.0 format. Companies without a Peppol solution can submit invoices manually through the public portal Guichet.lu.
Luxembourg has taken a cautious but pragmatic approach, avoiding aggressive timelines and prioritizing ease of adoption. This is reflected in its decision to base its B2G framework on the widely adopted Peppol network and Peppol BIS 3.0 format.
Future B2B obligations
Should Luxembourg introduce additional B2B e-invoicing obligations in the future, they would likely build on the same Peppol-based infrastructure. This follows a path already taken by many EU countries, including Luxembourg’s Benelux neighbors Belgium and the Netherlands.
